Transformation of state housing policy in the years of perestroika and the housing problems in the conditions of the Russian Far East

The article analyzes the changes in the housing policy of the Soviet government in the years of perestroika that were part of the large-scale social sphere reform. The author states that the inability of the state to provide housing for all citizens forced it to launch the program «Housing 2000» within which all available means were used to address the housing problem. However, the author concludes, the program failed to achieve the goal of providing every family with a separate apartment or house.
