The article presents the analysis of the development of civil institutions of civil society in Russia. The authors consider economic-technological and military-technical factors of the development of civil institutions in the Russian Federation. The article describes the processes of evolution of the development of military doctrine in the 20th - the beginning of 21st century. The authors examined the role of civil society institutions in the new military doctrine of information warfare. They analyzed factors affecting the institutions of civil society in the information war. The authors consider that the management of civil institutions of civil society is the main purpose of information war. Today world politics is dominated by the following fundamental principles: who owns the media - controls the world. The authors conclude that the civil institutions of civil society in Russia are developing in the framework of a new military doctrine - the doctrine of informational war, which has a strong influence on the processes occurring in society and the state.
