Transformation of the social services system in the context of globalization

The approaches to the transformation of the social services system in the context of globalization are considered. An analysis of the current legislation of the Russian Federation concerning the social sphere and the definition of the essence of social standards allowed us to conclude that it does not fully correspond with international standards for determining the subsistence minimum, the minimum wage, the ratio between the average monthly salary of one full-time employee and the subsistence minimum, the mechanism for setting wages in the budget the economic sector. Specific institutional and legal mechanisms for the implementation of a social breakthrough are proposed, which consist in improving the current Labor Code, which should provide for a mechanism for automatically adjusting the minimum wage and the subsistence minimum in accordance with the actual and projected dynamics of the main macroeconomic indicators, bringing the tariff rate of the worker of the first tariff category in the unified tariff rate system with minimum wage, improvement of legislation regarding the clear definition and differentiation of the concepts of “social standards” and “social minimum”. It is proposed to reform the wage system, to differentiate its size according to the criterion of the qualitative characteristics of the workforce.
