Technology transformation of agricultural credit subsidies in Russia

At the end of the year 2016 by Decree the Government of the Russian Federation has approved new rules for issuing domestic agricultural organizations subsidized (concessional) loans, which in principle should significantly increase their ability to obtain funds from credit institutions for the implementation of current activities and upgrading, modernisation and expansion of their material base. However, the approved rules of novation, the main point of which is to replace grantee-instead of borrowers they will be sent an authorized credit organizations, creating a number of significant problems that a new mechanism of public support to agriculture may prove to be ineffective.
