The paper presents the outcomes of research that revealed the cause-effect relation between worldwide political trends and reshaping of a social institution the graduate school. These trends are: changes on the political world map and power dispersal; spreading of regional autonomy; proliferation of counterparts in international interactions; the growing migration mobility and population resettlement; all of them forming a new vision of how security of a separate state may be ensured.
