The analysis of the changes introduced into the vocational education system by the law “On Education in the Russian Federation” is carried out in the article securing the norm concerning inclusive education of disabled people. Inclusion is regarded as the principle of the achievement of professional education availability by means of educational institutions and programmes adaptation to the different needs and individual circumstances of disabled students. The systematization of the requirements for securing inclusive education of disabled people at vocational education institutions based on national and international experience is presented in the article.
