The requirements imposed on the members of the trial chambers in the Russian empire

In the selection of the staff of the judiciary in post-reform Russia in the second half of the 19th century, authorities very seriously treated the observance of the formal requirements to persons, appointed to positions of members of the Trial Chambers. However, to the availability of the necessary moral qualities of candidates for judicial offices had not been given due attention. In spite of this, the majority of members of the judiciary honestly belonged to the duties, adequately served their society, supporting the authority of the judiciary. However, because of the wrong policy of the authorities there were also many judges who formally referred to their duties, came to judicial system accidentally, for a career construction, for whom destiny of people was an empty phrase.
