The study is to solve the scientific and practical problem of the modern social development, i.e. identify sources and priorities for revitalizing the self-developing processes of the territorial social and economic systems in the Russian Arctic. The theoretical and methodological components are based on the works of Russian and international academics and experts in the theories of regional development, institutionalism, social management, public and municipal governance and the concept of sustainable balanced territorial development. The research findings include the development of theoretical bases for managing the social factors in the self-development of the regions and local communities in the Russian Arctic. The scientific novelty is determined by the creation of the self-developing concept with respect to the establishment of theoretical bases for managing the social factors in the self-development of the Arctic regions and local communities. The results of the study can be applied when devising the development strategies for areas and local communities of the Russian Arctic.
