Labor resources of Altai region: problems of formation and using

The purpose of the study is the identification of tendencies of formation and use of human resources as factor of development of economy of Altai Region. The objects of research were labor resources of Altai Region. The subject was social and economic relations causing formation and using of labor resources at regional level. In the course of study such methods as analysis and synthesis, group and classification, induction and deduction, comparisons, economical and statistical methods were applied. In the study labor resources of industrial and agrarian area - Altai Region were inves-tigated. The analysis of dynamics of number and structure of labor re-sources was carried out, demographic problems and restrictions of their formation were revealed: negative natural increase, growing migratory outflow, aging of the population. On the basis of the analysis of regional la-bor market, employment and unemployment, problems of rational use of la-bor resources were revealed: the decrease in economic activity of the popu-lation, intense situation in labor market, territorial disproportions of em-ployment and unemployment, underestimated compensation in comparison with other regions. The directions of improvement of using labor capacity of the region were defined: the formation of diversified regional economy based on the development of economic zones of innovative and production type; complex multilateral integration of scientific and educational complex, bodies of state regulation of labor market and subjects of business activity; creation of favorable investment conditions for the development of enter-prise initiative focused on the creation of highly profitable workplaces in all fields of activity; stimulation of development of hi-tech sectors and clusters not only increasing investment appeal of the region, but also promoting the development of subjects of economic activity and, respectively, creation of new workplaces. Practical importance consists in the possibility of applica-tion of received results of research in practice in the course of development and realization of the policy on formation and development of labor capaci-ty of the region.
