The author of this article examines the activity of Vasily Pavlovich Sheyin (later Archimandrite Sergius) in the Synodal bodies preparing in 1906–1917 the All-Russian Local Council. Sheyin became a member of all three pre-counciliar commissions. By this he objectively deserved the honor (but also a heavy burden) to become the secretary of the All-Russian Council. Within the framework of the preconciliar bodies the speeches of the Pre-Council Council are characterized.
