The study of the influence of tourism on the development of territories is a pragmatic task of regional management, since tourism is involved in infrastructure projects, stimulates intersectoral collaboration, reflects the state of the investment climate, and participates in the implementation of the state's social policy. The Arctic regions, including the Murmansk region, are in a state of transformation of regional tourism policy and industry, when the management of tourist flows is considered through the development of infrastructure, the supply of tourism products that outstrip demand, and the strengthening of Arctic brands. The article presents statistical data on the development of tourism in the Murmansk region in 2017-2020. The recovery of indicators after the pandemic is confirmed by an increase in the number of investment projects in the industry, which are associated with the development of locations (natural, theme parks, tourist centers), which can be considered an innovation for the region, since route tourism with a low service component has been developing here for a long time. The service density of the tourist product is a significant advantage of Arctic tourism both in the export version and in the economy of the domestic market.
