The creative elite of the cultural sector: contribution to the implementation of the national project

The paper presents the results of the author's research on the role of the creative elite in culture, revealing its importance in the life of society, its ability to influence the development of the region and its modernization transformations. The author distinguishes between the concepts of the creative elite and the creative elite of the cultural sphere, considering the elite not so much in a broad sense (the elite in scientific creativity, the business elite, etc., depending on the breadth of the interpretation of the concept of creativity itself). The emphasis is placed on a narrow aspect of the interpretation, focused on culture as, on the one hand, the total object of the branch management of the Ministry of Culture of the Russian Federation. On the other hand, as a postmodern culture, its lines of interaction with the commercial and non-commercial sectors, where an illiberal understanding of the freedom of creativity and cultural diversity of modern socio-cultural development is manifested. The paper outlines the main functions of the creative elite of culture and provides statistics on their regional activity, which manifests itself as participation in state-supported projects - in particular, the national projects “Culture” and “Creative People”.
