Creative industries as a factor of state cultural policy

The modern understanding of culture as a resource that contributes to the successful implementation of the program of modernization transformations in our country is presented in the new doctrine of the state cultural policy of the Russian Federation. Accordingly “The Fundamentals of State Cultural Policy” emphasizes the importance of the task of “creating conditions for the development of creative industries” associated with the production of “economic values in the process of creative activity” and aimed at “capitalizing cultural products and presenting them in the market”. The authors carefully consider the first attempts to develop creative industries in Russia, undertaken at the beginning of the 2000th, while noting the difficulty of spreading successful business practices in the cultural sphere. Special attention is paid to the discussion of the practice of St. Petersburg, where the development of creative industries is declared one of the most important priorities of urban development. Examples of the most popular creative spaces of the northern capital - “Loft Project Etazhi” multi-profile cluster “Creative space TKACHI”, creative cluster “Artplay”, “New Holland” and others show that St. Petersburg has every chance to become one of the leaders of creative Russian industries. The authors have to state that, despite the declarations in the doctrine of the new model of the state cultural policy of Russia, the creative industries have not become real priorities of this policy at the state level yet, however, they are convinced that the focus of creative projects on creation can turn the creative industries into the most important tool of innovation cultural policy of Russia.
