Participation of local self-governments in the mechanism of solid household waste management

The constitutional right of citizens of the Russian Federation to a favorable environment is largely ensured by the proper implementation of environmental legislation in the field of waste management and consumption. Local self-governments have a special role to play. The current regulatory framework does not allow local self-governments to realize the full potential of its management. The author considers the latest changes in the regulatory framework of the Russian Federation and the Republic of Bashkortostan concerning the participation of local self-governments in the sphere of solid household waste management. The author shows a brief diagram of the mechanism of solid household waste, which is in force since 1 January 2019, he makes proposals on improving the legal framework of the Russian Federation in this area
