Ecosystem carbon budget is one of the conditions for governance transformation and transition to a low-carbon economy

The subject of the article is methodological approaches and methods for calculating the carbon budget of ecosystems to justify the effectiveness of the transformation of eco-resource management in a market environment. A content analysis of scientific and regulatory sources was carried out to select the optimal methods for calculating the carbon budget of different types of ecosystems. Quantitative, comparative, statistical research methods were used. The calculation of the carbon budget for forest, wetland and agricultural lands in the subjects of the Russian Federation of the Far Eastern Federal District was carried out. Argued are measures to improve the efficiency of management of executive bodies to involve natural ecological potential in economic turnover in a market environment. Recommendations have been developed for regional forest and non-forest ecosystem management bodies to include an economic assessment of the carbon budget as one of the criteria for the cost of their market services when issuing permits for the right to use these resources. Calculated examples of the effectiveness of using the economic assessment of quotas for the sale of carbon emissions in the organization of a voluntary market are given.
