The draft Federal law No. 887289-6 “On amendments to article 151 of the Criminal code of the Russian Federation” is analyzed. Based on the study of international legal documents, foreign criminal legislation and judicial practice, the author concludes that the establishment of criminal liability for the use of minors for begging is a necessary tool in the fight against the analyzed anti-social phenomenon.
