Since 1996 time there was a rapid development of social relations, the development of law enforcement, there was an increase in crimes in the economy. Only for 2005 of the total number of crimes registered in Russia - 3554738 (the growth rate, compared to the previous year, amounted to 22.8%), the number of crimes of economic orientation was 437719 (an increase of 8.8%), while 73251 crimes were committed in the sphere of economic activity (an increase of 55.5%). Nevertheless, the corresponding reaction of the legislator to the changes taking place in society (including in the form of timely reform of the criminal law) was not all. Some criminal laws have not been properly analysed or revised since their inception. Among these rules and Art. 191 of the criminal code, prohibiting under threat of criminal punishment illegal trafficking in precious metals, natural precious stones or pearls. Taking into account the blanket nature of this rule, it is necessary to note what has happened since 1996...
