At the end of XX - beginning of XXI centuries. the world community was completely unprepared for the rise of extremism either in terms of the practical struggle, not from the standpoint of theoretical understanding of these phenomena. This prompted the legislature to take action aimed at the legal characterization of extremism and development of countermeasures to it. The problem of extremism in Russia and in the world today is one of the most urgent problems, and one of the most serious dangers. The manifestations of hatred, hostility and intolerance threaten not only the integrity of the society, but also the stability of the entire state. That is why criminal law uses the means of combating such acts, thus protecting the social relationships underpinning the state of protection of the constitutional order and security of the state.
