Criminal liability for terrorist activity in Russia and Germany

Purpose: Comparative characteristics of a criminal liability for terrorist activity in Russia and Germany. Methodology: Authors used comparative and legal and formally legal methods. Results: In article the questions connected with criminal liability for terrorist activity in Russia and Germany are considered, subjected to the critical analysis of an innovation, brought in the standards of the Criminal Code of the Russian Federation establishing criminal liability for crimes of the considered group. Authors come to a conclusion, that the reforming of the law which is carried out situationally without an integrated approach and interaction with other branches of the legislation, without social and economic and political situation in the country, synthesis of foreign experience, that is without appropriate preparation, is doomed to lack of efficiency of the relevant legislative rules. Novelty/originality/value: Article has the scientific value as represents a complex comparative and legal research of an urgent scientific problem.
