This paper explores the problem that exists both in international human rights law and in labor law, related to the legal regulation of various groups of vulnerable population and vulnerable workers at the universal and national levels. Vulnerable groups are formed within each particular state due to the specifics of its areas of life, and they need to be recognized and distinguished in the context of legal regulation, including labor law, which should not ignore those in need of greater social and labor protection. The author identifies special vulnerable groups of the population and vulnerable groups of workers in relation to the Russian Federation on the basis of scientific research of national scholars.
