«The Code of Chinese External Affairs Chamber» about new principals of Tibet management

The article deals with the more important regulations in Tibet which were established by Tsyn Government and having collected in «the Code of Chinese External Affairs Chamber» and also deals with putting the changes in Status of Dalay Lama. The author analyzes a new Tibet's Management System, defines some facts unnoted by Tibet history scientists (for example, the «Vassal» status of Dalay Lama and Panchen Lama with a view to Tsyn Court). Eventually the author concluded that historically established Status of Tibet as a Spiritual Centre of Northern Buddhism had disturbed Beijing to carry out the reforms being analogous to reforms in other Nekhan territories.
