"Smart city": the concept and experience of public administration in Russia

The article discusses the general principles and models of management of the "'smart city" system. The methodology of the research is based on the theoretical analysis of basic concepts, the study of existing international and Russian experience, as well as the analysis of the regulatory framework and programs for the implementation of Smart City projects by the regions of our country. The article proposes a classification of such programs based on horizontal and vertical models. The characteristics of the specifics of managing the implementation of "smart city" projects by territorial entities are also given.
