Foreign experience of public control of research and development

The evolution of the state policy on the development of university science in terms of scientific and technological development is considered. The trends in the development of Russian science, scientific infrastructure for research and development in the country are analyzed. The modern world trends of increasing the role of universities in the innovative and scientific and technological development of the economy are also presented. The concept of University 3.0 has been studied, which has received wide international distribution in the context of a new (“fourth”) technological revolution. The prospects for the development of university science and the participation of universities in the scientific and technological development of the country and regions in the light of global trends in the development of universities are determined.
