Social management is a term that has been introduced into the scientific turnover of management due to the strengthening of the factor of social modernization and its impact on the management processes. The article justifies the idea that the development of library management in a social context is inextricably linked to the development of library policy, which in this case acquires a somewhat extended interpretation.
