Management of a federative state: basic institutions of a federative system

The author analyses a federative state as a complex system of the governing that is characterized by a union of partially self-governing states or regions, political institutions, social and political communities, forms of interaction and relationships among them. Using the interpretation of the Russian and foreign scientists the author concludes that a federative system is something more than a sum of its states or regions. Effective management of the federative state is possible only if the basic institutions of the federative system, such as the institute of federation, institute of government and subsidiary liability, electoral institute, institute of multi-party system and the democratic majority, would be developed.
