Management and budgetary financing of environmental projects and programs

Environmental management and budget financing is the process of allocating and controlling public funds for the implementation of environmental programs and projects based on budgetary allocations. The implementation of environmental programs and projects in the Russian Federation and in the regions is carried out in accordance with the criteria of "green" projects, including the main project of Russia - the national Ecology project, and from 2025 the Environmental Well-being project. Program-target planning as the main budgeting tool in the constituent entities of the Russian Federation allows taking into account intersectoral and interregional problems, providing an integrated approach to their solution, and also leads regions to target indicators. This article describes an integrated approach to the mechanism of budgetary financing of environmental programs and projects, as well as a number of recommendations for creating and increasing responsibility for environmental damage.
