Management of investment and innovation development in the technological regional priorities system

Regional aspects of innovation and investment development management play a key role in ensuring economic security. The region's competitiveness, resilience to external and internal threats, and opportunities for growth and development depend on how effectively innovations are implemented and investment is attracted. Therefore, creating a system of regional economic security management priorities is a necessary step to ensure the region's stable development. This paper proposes a comprehensive approach to managing innovation and investment development in the region. It is noted that this approach is key to ensuring economic security and competitiveness. A comprehensive approach entails creating an interconnected system, where each element supports and strengthens the others. The paper examines the key mechanisms for stimulating investment in innovation. The author finds that this process requires not isolated measures, but a holistic system of mechanisms that reduce risks and increase returns for investors. The key actions for creating a favorable investment environment are grouped into key areas. This is a complex, multifaceted process that requires targeted and consistent action to attract capital and ensure the region's economic security. The main objectives of regional innovation policy are presented. The key results of the HSE Ranking are presented as an assessment tool that takes into account a wide range of indicators, including scientific and technical potential, companies' innovative activities, the quality of innovation policy, and the socioeconomic conditions for innovation. Conclusions are drawn regarding the leading positions of regions that have succeeded in creating a balanced innovation ecosystem where government, science, and business effectively interact.
