Economic risk-management of innovative development of regional budgets based on the balanced scorecard

The article is devoted to the problem of certain identification of economic risks of innovative development of regional budgets in the Russian Federation. The necessity of stimulation of innovative development of regional budgets based on the balanced scorecard is reflected. The author's version of the classification of economic risks of innovative development of regional budgets and a new approach to the choice of building principles of the balanced scorecard are presented. On the example of Vladimir and Ivanovo regions with the use of this scorecard the assessment of innovative development of regional consolidated budgets is carried out and trends in the budget processes of the regions are analyzed. As a scientific result, the ways of economic risk-management in equalization system of innovative provision of regional budgets are offered.
