The research reflects the need for continuing education of oil and gas industry employees and regular proficiency testing to enhance their competitive advantages on the labor market. The cause-and-effect relationship helps identify that qualification assessment can be regarded as an effective tool for labor quality management in oil and gas companies. The paper defines the role of the Oil and Gas Industry Professional Qualification Council and independent qualification assessment centers in achieving the indicated goal. The methodological aspects of establishing the Council are systematized. The author reveals the structural model of sectoral qualifications framework in oil and gas industry. The researcher elaborates on the establishment and operation of independent qualification assessment centers designed to ensure the compliance of oil and gas staff qualities with the requirements of occupational standards.
