Public private partnership in services quality management in the field of physical education and sports

The article presents the results of the analysis of theoretical and organizational aspects of services quality management in the field of physical education and sport, which allowed to make offers on the use of public-private partnership in this area. The dominance of state regulation of the industry, the implementation of funding from the state and municipal budgets with its low application limits the development of physical education and sports. This approach does not contribute to the quality of services in this field. The research purpose is providing conditions to meet the needs of the population in high-quality and accessible services through the development of the sovereign, public-private partnership in this area. The study revealed the following: 1 Sustaining the trend of physical education and sport development depends on the public administration sector and its financing that is reflected in the federal law "On Physical Education and Sports in the Russian Federation." But public expenditure does not allow equally effectively develop sports industry for all kinds of sports. Therefore, at present it seems appropriate to use the mechanism of public-private partnership for the services quality management in the field of physical education and sports. 2 The development of mass physical education and sports presupposes the existence of sports facilities, personnel, physical education and sports organizations. These issues can not be solved only by the state and its budget. Effective in this matter (as it's shown by foreign experience) is the mechanism of public-private partnership.
