National innovation system management in the Russian Federation

The paper discusses the features of managing the Russian national innovation system as a complex multi-level unit providing innovative development. The design of the innovation system involves development institutions based on network principles rather than governance system. The contradictions between the hierarchical elements of governance and the self-organization principles of innovation development institutions are eliminated by new ways of coordinated interactions between structures of different political and institutional nature. To implement the strategic national priorities of the Russian Federation successfully, it is necessary to overcome the fragmented approach to the state policy governance in the field of innovation development and build a homogeneous system of state support for innovation throughout the full cycle of creation, commercialization and implementation of innovations. The consolidation of the institutional capacity of the national innovation system through coordinated management practices is one of the possible models for improving the efficiency of innovation policy management.
