Management of open innovations of the regional economy: primary screening of ideas

The pace of economic growth of the regional economy is significantly influenced by the innovative status of the region, which is supported not only by high investments, but also by the pace of deployment of open innovations (OI), which determine the technological development of the industrial sector of the economy. The peculiarity of OI is the presence of a “fuzzy front End” of the Fuzzy Front End (FEI) innovation process or a pre-project stage, which is characterized by a multitude of innovation ideas and the need to select them for further inclusion in the traditional innovation process. For the regional economy, it is of interest to stimulate innovation in the business sector, especially in the field of technology, aimed at maintaining or increasing competitiveness. If an innovative project of technological innovation is not provided with sufficient elaboration of the pre-project stage, then there is a high risk of project delays and budget increases. A methodology for the implementation of the primary selection of ideas based on the Kano model is proposed - the deployment of innovation quality functions evaluated by a group of experts. The primary screening procedure allows you to form a matrix of fuzzy estimates that provides information for the formal selection of ideas, for example, by assigning a rating status to each innovation option. The inevitable subjectivity of fuzzy assessments can be minimized by forming OI implementation groups at the regional level, thereby ensuring not only the needs of an industrial enterprise within its own technological development, but also respecting the interests of regional policy aimed at maintaining and increasing the economic potential of the region.
