The article explores the possibility of developing and forming a systematic approach to managing the process of building trust in the authorities at the regional level. The authors, relying on previous work on the issue of trust in the authorities in the region, investigated the reasons for the low involvement of subjects contributing to the formation of trust in the authorities in this process. And also investigated the reasons for the difficulties of implementing the information and communication strategy of the region in the digital communication environment, which was developed earlier. The need to form and maintain a high level of trust in the authorities, in an unstable information field, is particularly acute. And issues of trust are becoming critically important for maintaining the stability of public sentiment and achieving the strategic goals of the state. Nevertheless, systematic application of the tools in the process of forming and maintaining a high level of trust in the authorities at the regional level has not been developed to date. Each region in its own way solves the problem of building trust in the authorities (heads of the highest executive bodies of state power) of the subjects of the Russian Federation and the activities of the executive authorities of the subjects of the Russian Federation. The article discusses approaches and tools for organizing a systematic approach to managing the process of building trust in the authorities at the regional level.
