The article discusses the issues of state regulation of the economy from the point of view of the theory of economic systems, including management of the regional economic system. In case of St. Petersburg, there is a large number of big industrial enterprises and universities focused on federal orders and even the EAEU market, so the Government of St. Petersburg tends to focus more on creating an effective innovation environment for small and medium-sized businesses, which is what this article is devoted to. The following subsystems have been identified to support small and medium-sized businesses to create an effective innovation environment in St. Petersburg: system-wide support measures, tax support measures, investment and property support measures, financial support measures, institutional support measures.
