The article discusses approaches to managing the regional development of the tourism and recreational industry. It is established that in order to increase the effective activity of the tourist and recreational complex as an integral territorial system, it is necessary to improve the management system, as evidenced by the positive experience of many foreign countries. It is established that the central place in the tourist and recreational complex is occupied by stationary recreation based on health-improving climatotherapy in an ecologically clean environment, and active mountain tourism. It is proved that rural green tourism can become a promising type of recreational tourism for the region. Therefore, for the further effective development of the main directions of the tourist and recreational industry, it is necessary to create an extensive tourism infrastructure that would satisfy all the needs of travelers, diversify the range of tourist services, identify priority types of domestic tourism taking into account existing resources and traditions of the population and direct financial flows to their development. It is determined that the effectiveness of management in the tourism sector is a full awareness of the interrelationships of tourism with various branches of the state, economic, political and cultural life of the country. It was found out that in our state the legal field for regulating tourist activity has practically been established, there are gaps in the conceptual definition of the tourist sphere as an object of management.
