Risk management in the practice of overcoming double standards of social transformations

In the article it is pointed out that social standards are the benchmarks for the formulation of social-economic policy as well as the basis of the allocation of resources, and the form of social guarantees and obligations of the state before the people. Social minimum content standards are the starting point for social policy.
