Labor potential management: regional aspect

The issues of quantifying the level of labor potential development based on a variety of selected characteristics are considered. The spatial and temporal dynamics of the average number of employed and the average monthly salary in the context of the subjects of the Russian Federation and by type are analyzed. A three-level clustering of subjects was carried out in terms of personnel mobility, reproductive performance, and working conditions. At the first stage of clustering, a multidimensional grouping of the regions of the Volga Federal District by the level of labor potential development was obtained. At the second level, cluster groups were obtained based on the totality of the considered features using the example of the representative region of the Republic of Tatarstan in terms of economic activities. There is a significant differentiation in working conditions and staff mobility depending on the type of economic activity. At the final level of clustering, typological groups were built for enterprises of the petrochemical complex of the Republic of Tatarstan-representatives of the leading industry in terms of labor potential. The proposed multi-level clustering toolkit can be used to manage labor potential at the meso level, taking into account the specifics of not only the territorial reproduction contour, but also the polarization of economic entities and intra-industry interactions. The optimal distribution of the number of employed in the context of economic activities is carried out using the example of the Republic of Tatarstan.
