The article highlights the features of labour resources management in the Soviet Union under the conditions of territorial-industrial complexes in East Siberia. A significant aspect of the analysis made in the implemented research is the position of working people in soviet society and the attitude to them on the part of the government and the leading party. The aim of the research was to study the activity of the Communistic Party aimed at solution of the problem of lack of human resources in building and functioning of gigantic units. The study is based on Soviet periodical mass media, scientific works of soviet researches which formulated one world picture for all workers, and archival materials of the epoch. The analysis exposes the activity of the Soviet government and the Communist Party in involving huge streams of people to work in hard climatic conditions without paying any attention to human needs and necessities. This publication is an attempt to restore the historical picture where Soviet people accepted voluntarily the hardest living conditions, at the same time worked enthusiastically with the feeling of their viability and involvement in implementation of the great work to achieve the important goals of the state.
