Management company in housing and communal services as member of state-and-private partnership: problems of development of legal field

The author considers the functioning of housing and communal services should be based on state-and-private partnership. And although the legal concept of state-and-private partnership with the management company as one of the participants had not yet emerged in Russian Federation, it is obvious that this form would be an effective tool for development of housing and communal services in the country.
