Strengthening agglomeration processes: risks and opportunities for the spatial development of the regions of the Russian Federation

The article analyzes innovations in the regulatory framework of the Russian Federation, which relate to the management of agglomerations. The dynamic development of large and largest urban agglomerations is due not only to agglomeration effects, but also to the priorities of the regional economic policy and spatial development of Russia and its regions. Both the opportunities for rapid and sustainable development of the regions and the risks of agglomeration development, which have intensified during the COVID-19 pandemic, are determined.
