Conditions for the formation of a mechanism for assessing the effectiveness of socio-economic development of municipalities of the Oryol region

This article substantiates the relevance of improving the efficiency assessment mechanism at the municipal level. The main purpose of the study is to develop recommendations for improving the effectiveness of the strategy and policy of the functioning of the municipality through the formation of an assessment mechanism. Based on the analysis of modern approaches and taking into account changes in the external and internal environment, the author's approach to creating a mechanism consisting of key blocks is proposed. The essence and main requirement for all blocks of this mechanism, according to the author, is that the organization of their functioning should be relatively simple from a technical point of view and also provide objective assessments of the reality of the functioning of the economy and social sphere of municipalities. Specific requirements have been formulated for all blocks that must be followed.
