The conditions of the economic model development of higher education organizations in Russia

The article examines the current economic macro models of the functioning of the higher education system in Russia on the basis of analysis of scientific, static data and qualitative changes in the regulatory framework. It was established that grant- ing higher economic independence to higher educational institutions in the conditions of a “quasi-market” is the dominant platform of the state economic policy in the sphere of higher education. By placing a stake on consolidation of federal and regional higher education institutions, the state regulator forms a model of a vertically integrated structure with a state- market nature of financing. Taking into account the observed tendencies of reduction of the basic contingent of entrants and budgetary financing, the most relevant direction of economic activity of the higher education organization is working with the corporate customer on a wide range of educational services.
