It is very important to study the dependence of the development of small and medium - sized businesses and entrepreneurship on the infrastructure conditions and the state of educational training of entrepreneurs-owners-managers. The state pays great attention to this issue. It focuses on creating conditions for organizations to support small and medium-sized businesses. With the financing of 2017, the network of regional SME support organizations across the country has about 700 competence centers providing comprehensive services for enterprises at different stages of business development. Among them: 83 guarantee organizations, 183 microfinance organizations, 66 business support centers, 22 centers of social innovations, 54 centers of coordination of support for export-oriented SMEs, 4 centers of national arts and crafts;143 business incubators, 25 objects of industrial parks and technology parks, 121 organizations of support for SMEs in the field of innovation and industrial production. However, these activities do not lead to a breakthrough, to the desire of people to start their own Business.This study reveals the reason for this situation and provides recommendations to address the causes of the situation. For Russia, business activity is a new science. Experience of successful development of private business with sustainable results is not enough. Business practice is not satisfactory. Enterprises, firms, organizations, companies are created and quickly cease their activities. Such organizations as JSC "Corporation" SME"," SUPPORT of RUSSIA " and other business support organizations are generously funded, but also do not have the experience and practical Business organization.
