Sustainable development and environmental safety of industrial regions of Russia

The classification of Russian regions by the ranks of investment potential and investment risk and their ratio is proposed, which allows us to identify both the most attractive and the most problematic regions, and which can be taken into account when developing development plans and identifying the main indicators of sustainable development. An analysis of the components of the investment potential and investment risk of the industrial regions of Russia shows that the most critical for most of them are social and environmental risks. Consequently, the fundamental basis for increasing investment attractiveness and ensuring the sustainable development of these regions is the optimization of environmental risks and the main specific indicators of their sustainable development can be considered, in particular, indicators characterizing environmental safety and socio-environmental risks of the population. However, at present, there are practically no methods for a quantitative statistically reliable assessment of technogenic socio-environmental risks of harming the health of the population of a particular region, taking into account factors specific to this region. To assess and predict socio-environmental risks, it is proposed to use methods and models of data mining, the construction of which uses data from long-term observations of the state of the environment and statistical data on the health status of the population of these regions.
