“Brain drain" from Russia: characteristics and consequences

The article reveals the issues characterizing the "brain drain" in a theoretical aspect, describing the causes of this phenomenon, including the low level of socio-economic development of the country, lack of coordination between labor markets and the education system, weak protection of property rights to the product of intellectual labor and others. A "brain drain" can have both positive consequences for a person (personal growth, updating knowledge and skills) and negative ones (reducing the attractiveness of intellectual activity, outflow of labor resources, deterioration of the demographic situation). In order to overcome the negative consequences, the state is forced to carry out a number of measures to retain scientific workers.
