Tougher penalties for the organization of criminal community or participation in it

The fight against organized crime in our country is an extremely important and urgent problem. The number of registered crimes committed by organized groups, criminal associations (criminal organizations) increased from 18 600 in 1994 to 32 858 in 1999. the Share of these crimes among all registered in the same period increased from 1,2 to 1,5 %. Their growth rate in 1999 was 14,5 %. As it is noted in the Concept of national security of the Russian Federation approved by the decree of the President of the Russian Federation of December 17, 1997. № 300 (as amended by presidential Decree № 24 of 10 January 2000), the growth of organized crime, among other factors, poses a threat to the national security of the country.
