The article is devoted to proving sequential consistency of point of view of its author that the municipal authorities in General and the economic crisis particularly simple mechanical the sale of the municipal property as an economic basis and practically the only material base of local government, in the form of traditional privatization is legally permissible, but absolutely inefficient, intellectually capacious and irresponsible way to govern, from the point of view of modern approaches to innovation management in the public sphere.
