Vectors of realization of the potential of information technologies in the activities of operational and investigative units

Introduction. The article emphasizes the negative dynamics of the use of digital means in the course of committing crimes, substantiates the need to transform the forms and methods of solving and investigating crimes; proposes and analyzes the directions of using information technologies in the course of conducting operational-search activities; identifies and substantiates the vectors of implementing information technologies in the course of investigative actions and the implementation of organizational and managerial activities to investigate criminal encroachments. Materials and Methods. The materials of the study were scientific articles of scientists, norms of the legislation of the Russian Federation, results of the analysis of forensic practice of solving and investigating crimes, statistical data of the Main Information and Analytical Center of the Ministry of Internal Affairs of Russia. During the study, the dialectical method was applied, the analysis of scientific, statistical and regulatory sources was carried out, methods of generalization and grouping of data, as well as the formal-legal method, system research and modeling were used. The Results of the Study made it possible to substantiate the need to use information technologies in the course of solving and investigating crimes, to identify the directions of their implementation in the implementation of operational-search activities, the production of investigative actions and the implementation of organizational and managerial activities to investigate criminal encroachments. Findings and Conclusions. The conducted analysis allowed to substantiate the vectors of application of information technologies in the course of operational-search activities: detection, suppression and liquidation of information and telecommunication resources involved in the preparation and commission of criminal encroachments; identification of accomplices to crimes; establishment of the places of stay of persons hiding from the investigation and trial; organization of interaction of participants in criminal proceedings. It is recommended to implement the specified technologies in the production of investigative actions for the following purposes: organizing and conducting investigative actions via the Internet; implementing the investigator's investigative activities, in accordance with Article 208 of the Criminal Procedure Code of the Russian Federation; proving signs of cohesion, stability, organization of criminal groups; determining property acquired by criminal means; establishing the role of accomplices in the committed criminal encroachments; determining the methods of committing crimes, activities for the preparation, commission and concealment of encroachments, as well as for the implementation of organizational and managerial activities to investigate criminal encroachments.
