Virtual learning environment as an instrument of support and development of the small entrepreneurship in the Russian Federation

The article deals with the problem of involving all social groups in entrepreneurial activities in the framework of the small business support. The author proposes some suggestions regarding the new conceptual approach to the entrepreneurship support by implementation of the system of informing and business training - virtual learning environment. The article presents a comprehensive description of the system, its interaction with not-for-profit organizations and official governmental structures, the influence on the economy of the region. The challenges of the system development are also discussed.
