According to the theory of spatial economics, the establishment of priority development areas is one of the traditional tools of crisis recovery by a region. The appropriate human capital is required for the successful functioning of the latter. Nowadays, the human capital formation is hindered by the following challenges: there are growing trends towards aging and reducing the working-age population, the inadequate investment in human capital from the regions, the lower demand for mid-skilled workers. The purpose of the study is to substantiate the need to train management personnel for the priority social and economic development areas. The introduction of the new management technologies will create the environment for improving the efficiency of state and municipal management, attracting citizens to making managerial decisions, thereby stimulating civil initiative.
